Why is Malaysia the Golden Market for Indonesian Halal Products?

6 reasons why Malaysia should be the first country for Indonesian MSMEs to go international.

  1. BPJPH Certificate Officially Recognized in MalaysiaThrough the Memorandum of Cooperation between JAKIM and BPJPH (June 2023), Indonesian halal products can enter the Malaysian market without needing to re-register with JAKIM. Saving 6โ€“12 months and tens of millions of rupiah in costs.
  2. 0% Import Duty via ATIGA (ASEAN Form D)As fellow ASEAN members, exports of Indonesian products to Malaysia with a Certificate of Origin Form D are generally subject to tariffs 0% โ€” including processed food, snacks, beverages, and other halal products.
  3. Similar Taste and Preferences to IndonesiaRendang, sambal, crackers, coffee, traditional medicine โ€” all are familiar in Malaysia. Minimal product R&D, just translate labels and adapt packaging.
  4. 2.7 Million Indonesian Diaspora as Anchor BuyersIndonesian migrant workers and students in Malaysia are the first buyers ready to be "loyal" to Indonesian brands. Utilize the Indonesian community in KL, Johor, and Penang as a test market.
  5. Fast and Cheap Logistics due to ProximityOnly 2โ€“4 working days with priority service. Shipping costs per kg are much cheaper compared to shipping to South Korea, Japan, or Europe.
  6. Cross-border marketplaces are matureShopee MY, Lazada MY, and TikTok Shop Malaysia accept Indonesian cross-border sellers. Perfect for testing the market without having to open a legal entity in Malaysia.

Certifications & Regulations that Must be Fulfilled

For halal food and beverage products, these are the 4 regulatory frameworks you must understand before starting exports.

Tips for Success

7 Tips for MSMEs to Successfully Enter the Malaysian Halal Market

Lessons from hundreds of MSMEs that have successfully exported via Erge Asia.

  1. Maximize Form D - Don't Skip 0% DutyMany beginner exporters forget to request Form D from Disperindag/Kemendag. As a result, buyers are subject to standard import duties of up to 25%. Always request Form D from the first shipment.
  2. Install the Updated BPJPH Halal LogoThe latest BPJPH logo (purple) which applies since 2022. Do not use the old MUI logo anymore โ€” it may be rejected by Malaysian buyers as invalid.
  3. Test the Market via MY Marketplace FirstBefore contracting a distributor, list 50โ€“100 SKUs on Shopee MY or Lazada MY. Use Erge Asia's priority tariff for daily fulfillment.
  4. Target the Indonesian Diaspora CommunityInitially, focus on Indonesian consumers in KL, Cyberjaya, and Johor Bahru. They are organic brand ambassadors for Indonesian products.
  5. Provide a Halal-Specific Version (Not Generic)Malaysian Muslim consumers pay close attention to composition. Avoid ambiguous emulsifier E471, replace it with clearly sourced ingredients โ€” create a "MY Edition" version if necessary.
  6. Batching on Fridays = Save Rp 5,000/kgThe 'Jum'at Berkah' promo remains valid. If you send 100 kg/week, save Rp 500,000 just from choosing the shipping day.
  7. Build Relationships with Local Distributors After ValidationAfter 3โ€“6 months of direct sales on marketplaces, expand via distributors. The margin is smaller, but the volume is much larger and products enter major supermarkets (99 Speedmart, Mydin, AEON).

FAQ

Frequently Asked Questions by MSMEs

Is the BPJPH halal certificate really valid in Malaysia without needing JAKIM registration?
True. Since June 2023, JAKIM and BPJPH have signed a Memorandum of Cooperation for a Mutual Recognition Agreement. Indonesian products with the BPJPH halal logo (purple) can enter the Malaysian market without re-certification from JAKIM. Ensure the logo and certificate number are clearly printed on packaging, and your importer can verify it on JAKIM's online system if requested by large retailers.
How long is the customs clearance process in Malaysia for food?
For products with complete documents (Form D, halal certificate from BPJPH, BPOM, Health Certificate if necessary), Malaysian customs clearance generally takes 1-2 working days. If the documents are incomplete or there is a random inspection, it may take up to 3-5 days.
Do I need to have a BPOM ML number first, or is MD sufficient?
For exports, the MD number (domestic production) is sufficient because you are exporting from Indonesia. The ML number (import) is required if you import a product and then re-export it. The important thing is that the BPOM number is listed on the label and is still active.
How do I obtain a Form D (SKA) for a 0% tariff claim?
Submit it to the local Department of Industry and Trade (Dinas Perindag/Disperindag) or through the e-SKA Kemendag system (e-ska.kemendag.go.id). Prepare the invoice, packing list, and proof of local components. The issuance usually takes 1-2 working days. Erge Asia's team can assist with this process for you.
What is the minimum weight for export to Malaysia via Erge Asia?
There is no minimum weight for air services (regular/priority/express) - you can ship starting from 0.5 kg. For Sea Cargo LCL, the minimum is 50 kg. Free pickup in the Jabodetabek area starts at 5 kg.
Can Erge Asia handle my sales on Shopee MY/Lazada MY?
Yes. We have a cross-border integration service for Malaysian marketplace sellers: from order fulfillment, daily shipment batching, to return management. Free consultation for sellers with a minimum of 50 orders/month.
